A brand-new character to the Gotham universe, Victor serves as a POV character—an innocent who gets pulled into Gotham’s darkest corners. Rhenzy Feliz delivers a compelling performance, making you feel his shock, fear, and transformation as the series unfolds.


Cristin Milioti as Sofia Falcone

Best known for her lighthearted roles, Cristin Milioti takes on a much darker, more visceral role in The Penguin. Her character’s journey is just as integral to the story as Penguin’s, and her performance is nothing short of mesmerizing.
